Judy was born in Oklahoma City, and raised in Midland, Texas. She received her undergraduate degree in biology/chemistry, with highest honors, from Abilene Christian University in 1976. She also received a degree in physical therapy from the University of Texas and worked with the Visiting Nurses Association for two years in Dallas. After staying home with her children for 12 years, she returned to the University of Oklahoma College of Law where she graduated with honors in 1991. Judy is a member of the Oklahoma County and Oklahoma Bar Associations. She is also a member of the Oklahoma Planned Giving Council and the Christian Legal Society. Currently Judy serves as secretary for the probate section of the Oklahoma Bar Association and serves on the Board of Directors of the Oklahoma City Estate Planning Council.

Judy practices primarily in the areas of estate planning, probate, guardianships, charitable gifting and trust/estate administration. She has been associated with the firm on a part-time basis since 1992. In 2002 she began to work full-time, when her youngest child went to college. Judy became a partner in the firm in 2003.

She and her husband, Dr. David Tuggle, Chief of Pediatric Surgery at Children’s Hospital, have three children – Eric, Justin and Rachel. The Tuggles attend Memorial Road Church of Christ in Edmond. Judy and David enjoy long distance running, scuba diving and traveling together to new places.
